How does one start cosplaying in Singapore?

Where can I find modern Supergirl costume supplies?
I want to make a Supergirl costume. It's the new one that's a long sleeve baby tee and a mini skirt. I already have a belt, cape, and boots in mind. i just need the shirt and skirt.(if you have one pre-made i'd also like to know).
i just need a long sleeve shirt and mini skirt. Both have to be blue, but the shirt does not need to have the S symbol. i specifically don't want a one-piece dress. the skirt CANNOT be red!! i don't suggest posting a link to a ready made costume, because most of them are NOT what i want.
